PARAPHRASE TELEGRAM The Secretary of State for the
Colonies to the Governor of Hong Kong.

In reply to your telegram of the 12th February on the subject of oils. (That)as) The object of the prohibition is to secure that as large a quantity as possible of the materials from which
glycerine can be extracted should come to United
Kingdom in view of the requirements of United Kingdon in respect of glycerin. for explosives; I regret therefore that I cannot give general authority for shipments of vegetable oils etc. to neighbouring countries. In the event of your wishing to submit particular applications please
state in each case nature of the oil and from
what country it comes. lease furnish the latter information as regards the shipment which you mentioned in your telegram of the 14th February, to San Francisco.
